Josh was raised in Arkansas and is a graduate of the US Air Force Academy. Upon completion of his service commitment, he began his career with Walmart and ultimately became general manager of the Walmart Distribution Center in Hermiston, Oregon. While working for Walmart, Josh earned his master of science degree in leadership and ethics from John Brown University. After four years with Swanson Insurance Group, in 2024 Burns joined Umatilla Electric Corporation as project administrator. He has been active in the greater Hermiston community. Burns previously served on the Hermiston Chamber of Commerce Board; is current president of the Hermiston Rotary Club; a member of the Hermiston Planning Commission and the Hermiston Airport Advisory Board. Burns and his wife, Kimber, live in Hermiston with their two children, Jace, age 15, and Keely, age 12.
